Thanks for your inquiry. Given your age, it looks like you would be a Masters rowing candidate, and given your location, your two best bets are Bair Island and Los Gatos.
Check out their websites. They both have upcoming learn to row programmes.
GLRF has at least one female member at Bair Island. We mentioned the East Bay Rowing Club because the captain of the Womens team rows for "our side." But they are a bit of a commute for you.
Then there is the San Francisco Bay Blades which is/was an active gay and lesbian rowing group. A Google search yielded a confusing set of links and website results so they may not be on the radar right now.
